GENERAL OPERATIONS
When operating in foreign countries, Hearts of the Father Outreach
identifies an individual or ministry with integrity with whom the
organization can work and with whom the organization can communicate.
HFO then endeavors to establish a local Board of Directors of three
to seven people to provide oversight to any project.
These Board members are mostly trained nationals, but may also
include American missionaries or US trained nationals. Local board
members may be pastors, business people, social workers, doctors,
lawyers, tradesmen, and homemakers. Because HFO works interdenominationally,
board members have a variety of church backgrounds. Members have
come from Baptist, Lutheran, Methodist, Assembly of God, and independent
churches.
The local board and representatives from HFO-USA select an administrator
to handle day to day activities. The administrator answers to the
board and in turn, the board members assist the administrator whenever
necessary. At least one, and ideally several, board members/administrator
speak English.
One, and usually two, members of the HFO-USA board ordinarily
travel to a proposed project site to evaluate feasibility and viability
of a project in the beginning. These members communicate the vision
and also help in the initial organization. Later trips are made
for review, training, and strengthening of programs.
The administrator and local board are responsible for the operation
of the homes or programs for which they have oversight. They have
primary responsibility for implementing the vision of Hearts of
the Father Outreach and the care of the children. Homes and programs
are operated within the guidelines of Hearts of the Father Outreach
and within the applicable regulations of the host country.
